I do not believe that the condition I understand they have can be cured at all! It is an inherited pre disposition to a miniaturisation of the hair follicle – no amount of hair transplant can reverse this. It would add hairs that are of a thicker diameter to boost the density, however the pre existing hairs continue to thin and there is only a certain number of hairs that each donor site can spare.
At present the extra hairs needed to boost the upper thinning region (which for interest effects women for the same reason) can only come from the rear scalp of the same person- ie your brother could not donate!
